Claim
A report on Belarusian television channel ONT presented the new Horizont H-book as an almost entirely Belarusian product. The head of the holding company said, "We make everything ourselves," and identified the casing as the only imported component.
Verdict
False. Published specifications and an independent teardown of the H-book 14IPK4 show several components and software products of foreign origin. They include an Intel processor and integrated graphics, Microsoft Windows and a Keyway SSD. International supply chains are normal in computer manufacturing, but the evidence contradicts the literal claim that only the casing is imported.
In brief
• ONT broadcast a statement from the head of Horizont saying that the company makes everything except the casing.
• Published specifications list either an Intel Core i5-13500H or an Intel Core Ultra 5 115U processor, depending on the configuration.
• The laptop is sold with Windows 11 Pro, a Microsoft product.
• A technical review that opened the device found a Keyway SSD and other components that cannot be described as manufactured by Horizont.
• Belarusian assembly, circuit-board production or firmware work does not establish Belarusian origin for every part.
Why this matters
The phrase "made in a country" can refer to different stages: product design, board production, component mounting, final assembly or the origin of most of the value. Treating these as interchangeable prevents consumers from understanding the actual production structure.
The distinction also matters when assessing industrial policy. A company can perform substantial work domestically while relying on imported processors, storage, memory, displays and software. Imported parts do not by themselves indicate poor quality. The problem arises when a public description conceals obvious foreign components.
What we checked
We compared the ONT statement documented by the Belarusian Investigative Center with reports about the serial H-book 14IPK4 and a technical review in which the laptop was opened.
The check addresses one narrow question: does the evidence support the statement that the casing is the only imported part? We did not estimate the total Belarusian value added because no public bill of materials or complete localisation calculation was available.
Evidence
1. The original statement was absolute
According to the Belarusian Investigative Center, Horizont head Yury Predko said in an ONT report broadcast on 2 August 2026 that the company makes everything itself, including circuit boards and firmware, but does not produce the casing. Presenter Ihar Tur repeated that meaning and described the laptop as proof that the task of creating a domestic computer had been fulfilled.
An absolute statement has a simple test. Finding even one imported component other than the casing makes it false.
2. The processor was not made by Horizont
Published H-book 14IPK4 specifications list an Intel Core i5-13500H processor. A retail configuration with an Intel Core Ultra 5 115U is also available. Intel is a United States company and the developer of these processors. The integrated graphics in these configurations are also part of the Intel platform.
A processor is a central laptop component, not part of its casing. This specification alone disproves the statement that the casing is the only imported part.
3. The operating system is of foreign origin
The technical review and retail specifications list Windows 11 Pro as pre-installed. Windows is developed by Microsoft, a United States technology company.
Software is not a physical device component, but the broader claim that the firmware and everything else are domestic creates an impression about the whole product. Windows shows that the laptop's software environment is not entirely Belarusian either.
4. The teardown found a storage drive from another brand
MT Today opened an H-book 14IPK4 and identified its 512 GB SSD as a Keyway device. The Belarusian Investigative Center also reviewed the teardown material and reported foreign origin for the storage drive and battery.
A March report by CTV quoted a company representative saying that Horizont had started producing SSDs. These facts are not necessarily contradictory. A company may produce its own drives while a particular reviewed unit uses another brand. A general statement about production capacity cannot be applied to every configuration without a batch-level specification.
5. Domestic assembly is not the same as domestic origin for every component
CTV reported that the factory produces motherboards, conducts functional and stress testing, and operates several production areas. This is evidence of real manufacturing work in Belarus.
However, mounting an imported processor or storage drive on a locally produced board does not change the origin of that component. An accurate description should distinguish assembly, board production, firmware development and the share of imported parts.
What remains unknown
No complete public bill of materials for the H-book 14IPK4 identifies the manufacturer and country of origin of every component. The available evidence therefore does not allow an exact localisation percentage or Belarusian value-added share to be calculated.
Configurations may also change between production batches and markets. A teardown of one unit confirms foreign parts in that configuration, but it does not establish the content of every laptop produced.
Conclusion
The claim that the casing is the only imported part of the Horizont H-book is false. Published specifications directly identify an Intel processor and Windows, while a teardown of one H-book 14IPK4 found a Keyway SSD and other foreign components. Belarusian board production, assembly and testing may be meaningful parts of the product, but they do not make every component Belarusian.
